The upper manorial fortress, in which the Austrian bailiffs resided until the first half of the 18th century and of which only a few remains of the walls have survived, was built soon after the transfer of the town of Horb to the Duchy of Austria in 1396/97. With a shield wall flanked by two corner towers, the upper castle house was placed in front of the town fortifications, which had been started in the late Hohenstaufen period, in order to protect the upper town more effectively to the west against the steep slope of the towering Schütteberg. In 1498, the later Emperor Maximilian I put an end to the untenable political situation that was burdening the then still young Duchy of Württemberg in the so-called Horber Treaty. In 1758, the neighbouring Dominican nuns acquired the dilapidated seat of the bailiff's office for demolition.
